The title says it all. Sorry for being non-explanatory. To cut things short, I have Scripthook and Scripthook.NET - all up-to-date and running 1.0.4.0 on my game (for ENB reasons), dsound up-to-date, I renamed ScriptHook.dll - (OLD PATCHES) to Scripthook.dll, I have xliveless - xliveless is also up-to-date, so I have no arbitrary clue what I'm missing.
In GTA IV however, this will lock it to 56. Similarly in GTA SA, the frame limiter will lock it to 25 rather than 30. There is a fix, disable vsync in the game's graphic options, and enable vsync using the nvidia control panel, going to 3D settings, finding GTA IV in the list of programs, and enabling vsync there.

If you look to improve game experience but to keep original grim NY atmosphere you should definitely use GTA IV Vanilla Fixes mod and Console Visuals - The Complete Edition mod and GTA IV fusion fix .
